"Environmental issues are on the list of the highest priorities. This is confirmed by the result of a social survey that we conducted at the end of last year. According to the results of the survey, more than 81% of respondents are interested in environmental issues, 73.5% of Tatarstan citizens take an active part in environmental events," First Deputy Minister of Ecology and Natural Resources of the Republic of Tatarstan Ilnur Gubaidullin said at a meeting of the project office of the Regional Management Center of the Republic of Tatarstan in Kazan.
"This year, the top ten most pressing issues are issues on garbage, landfills and other topics related to ecology," he said.
Since the beginning of this year, the Ministry of Ecology has received more than 7 thousand appeals, most of which are issues related to garbage collection and landfills. About 300 complaints were received about untimely garbage collection by regional operators, littering of container sites.
Today, citizens' concern about the quality of atmospheric air is also growing. "We have been recording an increase in appeals from residents of the northern zone of Kazan since the end of 2022. Since the beginning of this year, 381 appeals have already been received. Due to the fact that citizens very often complain in appeals about the deterioration of health from enterprises subject to federal state environmental control, 262 appeals were redirected to Rosprirodnadzor and Rospotrebnadzor to take response measures," the deputy minister said.
"We travel by calls and comments on social networks almost around the clock – both on weekends and at night for air sampling. The recorded exceedances were sent to the Department of Rosprirodnadzor for taking response measures. The raids continued in May and June, and are still going on," Ilnur Gubaidullin said.
Within the framework of the formed territorial monitoring system for atmospheric air pollution, the Ministry conducts observations with the help of 17 automatic stations for monitoring atmospheric air pollution (AAPCS) and 6 mobile environmental laboratories. This year, monitoring of the state of atmospheric air in the republic is carried out at 105 points.
Taking into account the growth of complaints, the Ministry has established an additional AAPCS in the residential complex "Salavat Kupere" Shakirov st., 3). Prior to that, 2 AAPCS were installed in this zone. According to the Deputy Minister, 81% of all emissions from the northern zone of Kazan are accounted for by the six largest enterprises subject to federal supervision, therefore all data are transferred to Rosprirodnadzor, which provides federal environmental supervision.
As for complaints about the LLC "UK PZhKH", which operates the landfill on Khimicheskaya Street, a working group was created at the initiative of the Ministry of Ecology, a roadmap was developed to eliminate violations identified at this facility. Rosprirodnadzor has brought the guilty persons to administrative responsibility. Representations were issued on the elimination of the causes and conditions that contributed to the commission of the offense.
