28 September 2022, Wednesday

The Ministry of Ecology and Natural Resources hosted a meeting of the Interdepartmental Working Group on Climate Policy and Decarbonization of the Republic of Tatarstan. It was attended by Deputy Minister of Ecology and Natural Resources Olga Manidicheva, representatives of the ANO of HE "Innopolis University", the National Intellectual Development Fund, the FIOP of the Rusnano Group and Gazprombank JSC.

ANO of HE "Innopolis University" presented the validation of the first climate project with the release of carbon units "Reduction of greenhouse gas emissions as a result of the introduction of an electric power generation facility based on solar energy in the area of the village of Reidovo on the island of Iturup, southern group of the Kuril Islands, Sakhalin region". The issued carbon units are registered by the operator of the register of carbon units of JSC "Contour".

Since September 1, the carbon units market register has started functioning in Russia: market participants can register climate projects, issue carbon units into circulation and conduct transactions with them. The operator of the register of carbon units in accordance with the Decree of the Government of March 1, 2022 is JSC "Contour".

During the meeting, the proposals of the National Intellectual Development Foundation on the use of cover crops in the framework of the creation of carbon landfills in the Republic of Tatarstan, the Fund for Infrastructure and Educational Programs of the Rusnano Group on the possibility of assessing the carbon footprint of products were also considered.

A representative of Gazprombank JSC presented an electronic trading platform as a basis for creating an exchange for trading carbon units. In his speech, the speaker told about the unified digital platform of the Russian manufacturer "Intersectoral Trusted Environment" (MDS). The platform combines the best available technologies for in-depth analysis and implementation of a sustainable development plan for a region or enterprise.

Let us recall that one of the ways to prevent global changes is the decarbonization course. Decarbonization is a set of measures aimed at reducing the amount of greenhouse gas emissions. An interdepartmental working group on climate policy and decarbonization plans of the Republic of Tatarstan has been established in the Republic of Tatarstan by order of the President of the Republic of Tatarstan, R. N. Minnikhanov. The participants of the working group are representatives of enterprises and organizations of the Republic, the Academy of Sciences of the Republic of Tatarstan, universities, ministries of the Republic. At the meetings of the working group, issues on the introduction of technologies aimed at reducing greenhouse gas emissions and increasing their absorption, scientific projects of methods for measuring greenhouse gas emissions and absorption, as well as approaches to managing the carbon balance are discussed.
