Rosvodresursami held a regular meeting of the Interdepartmental Working Group on regulating the modes of operation of reservoirs of the Volga-Kama cascade.
It was attended by representatives of Rosrybolovstvo, Rosmorrechflot, Roshydromet, RAO UES of Russia, PJSC RusHydro and executive authorities of subjects, including Volgograd, Astrakhan, Saratov regions, the Republic of Mari El.
Minister of Ecology and Natural Resources Alexander Shadrikov and a representative of JSC Tatenergo took part in the meeting on behalf of the Republic of Tatarstan.
The main issue is the establishment of operating modes of the reservoirs of the Volga–Kama cascade for the coming period.
The most actively discussed issue was the extension or reduction of the duration of fishery releases to the Lower Reaches of the Volga to ensure feeding and maximum preservation of juvenile spawned fish.
Alexander Shadrikov made a proposal to reduce the duration of the special admission (fishing shelf), since according to the Federal Hydrometeorological Service, the inflow to the reservoirs of the Volga-Kama cascade in the 2nd quarter will be only 82% of the norm (139 cubic km), which practically corresponds to the lower limit of the previously given forecast of 136-166 cubic km.
Thus, the volume and duration of the special release to the Lower Volga previously established by Rosvodresurs are not provided by the actual inflow of water into the reservoirs of the Volga-Kama cascade. This has already led to the fact that the level of the Kuibyshev reservoir has dropped by 80 cm since the start of the special release.
The position of the Republic of Tatarstan on the need to take measures to fill the Kuibyshev reservoir was supported by the regions, as well as JSC Tatenergo and the system operator RAO UES of Russia.
However, Rosrybolovstvo did not support the position of Tatarstan and proposed, first of all, to ensure the successful completion of spawning in the Astrakhan region. This will suspend the filling of the Kuibyshev reservoir, as Alexander Shadrikov has said more than once at the meetings of the IWG.
Rosvodresursami decided to postpone the final decision on this issue until additional calculations and submit it for discussion at an additional meeting of the IWG. Preliminarily, it will be held on May 16-17.
