In order to reduce environmental harm from dumping of hazardous waste and to promote environmentally safe disposal in Russia, a project has been launched to eliminate illegal dumping of automobile tires. Large spontaneous accumulations of ownerless waste tires will not only be exported, but also recycled at specialized enterprises into crumb rubber, will be used in roofing materials or bituminous plastics, will become a drip irrigation system or other types of products.

It is known that tires, which have served their life, decompose in the ground for more than a hundred years, polluting the soil and groundwater. In Russia, over a million tons of worn tires are emitted annually, only 20–25% of which is recycled safely for the environment. From January 1, 2019, the burial of tires in Russia is officially prohibited.

Unauthorized waste disposal was discovered during a helicopter flight around Lenina street in Bugulma town. Inspectors of the South-Eastern Territorial Administration of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan have instituted an administrative investigation against the Kazan legal entity (plant) engaged in production of cold pressed sunflower oil.

As the inspector Madina Usmanova said: “In the course of main activity of this plant, large volumes of sunflower husk are formed, which are subsequently thrown into the street of the enterprise territory. This waste, interacting with precipitation and the environment, decays, giving off an unpleasant odor. A legal entity does not dispose this waste, but accumulates in this way on a territory of a total area of 412.5 square meters”.
