Ministry of Natural Resources of Russia formed the criteria for identifying most environmentally hazardous enterprises

The Ministry of Natural Resources and Ecology of the Russian Federation has developed a draft resolution of the Government of Russia “On the approval of criteria for classifying production facilities used by legal entities and individual entrepreneurs that have a negative impact on the environment, to a certain risk category for regional state environmental supervision.” This is reported on the agency’s website.
The document was submitted to the Government of the Russian Federation. According to Sergei Donskoi, the head of the Ministry of Natural Resources of Russia, the decision will allow to rank the enterprises in order to develop an optimal regime for their environmental control, which will make it possible, on the one hand, to reduce the administrative burden on the business, and on the other hand, to concentrate attention on the most environmentally hazardous points.
The document establishes the criteria for classifying the objects of state supervision to a certain risk category, as well as the frequency with which the regional control bodies conduct routine inspections, depending on the category assigned. Criteria for assigning objects to different risk categories are proposed to be determined based on the categories of objects that have a negative impact on the environment, established by legislation in the field of environmental protection, using additional characteristics. In this case, the location of the object within environmentally sensitive areas increases the risk category. In accordance with the criteria for the likelihood of non-compliance by legal entities and individual entrepreneurs with mandatory requirements, the risk category can be either increased or decreased under the conditions defined by the draft resolution regarding compliance (non-compliance) with mandatory requirements. The frequency of inspections will be: for the high risk category - once every 2 years; for the significant risk category - once in 3 years; for the average risk category - no more than once every 4 years; for the moderate risk category - no more than once every 5 years. In respect of objects of state supervision classified as low risk, routine inspections are not carried out.
The draft resolution was developed within the framework of the implementation of the priority area of ​​the strategic development of the Russian Federation “Reorganization of Control and Supervisory Activities”.
