On March 4, the Ministry of Ecology and Natural Resources of the Republic of Tatarstan will host a regular meeting of the Council of Subsoil Users of the Republic of Tatarstan, to which subsoil users and surveyors are invited. 

When preparing the documents required to be submitted to the Ministry as part of the provision of public services for the establishment of sanitary protection zones for drinking water sources, the following change should be taken into account.

In accordance with the Resolution of the Government of the Russian Federation "On the procedure for the preparation, coordination and approval of technical projects for the development of mineral deposits, technical projects for the construction and operation of underground structures, technical projects for the liquidation and conservation of mine workings, drilling wells and other structures related to the use of subsurface resources by types of minerals and types of subsurface use" in FGIS "ASLN" implemented the new functionality "Coordination of technical projects for subsurface areas of local importance" in relation to groundwater, the volume of production of which is no more than 500 cubic meters per day, and underground structures for subsurface areas of local importance.

The Ministry of Ecology and Natural Resources of the Republic of Tatarstan held a seminar on the topic of creating a personal account of subsoil users in the federal state automated system of licensing of subsoil users (hereinafter – FGIS "ASLN") and working in it.

Today, a meeting of the Council of Subsoil Users of the Republic of Tatarstan took place within the walls of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan. The event was attended by Minister of Ecology and Natural Resources of the Republic of Tatarstan Alexander Shadrikov, Chairman of the Board - General Director of JSC TATAGROKHIM Nail Gubaidullin and Head of the Department of Anti-Corruption Inspections of the Office of the President of the Republic of Tatarstan Raviya Srsha.

"The use of mineral resources is a high revenue component of budgets of various levels. In the past year, revenues from environmental incomes amounted to more than 1 billion rubles” , the Minister of Ecology, Alexander Shadrikov, said at the final board. Violations of the license conditions are also detected and suppressed, the minister noted. In the reporting year, 137 notifications were sent to subsurface users, 64 licenses were prematurely terminated, 79 were suspended, of which 33 were suspended due to the lack of transfer of land properties to industrial land.

Today, the Ministry of Ecology and Natural Resources of the Republic of Tatarstan hosted a meeting-seminar of the Council of Subsoil Users. The event was dedicated to the discussion of the legal requirements for the submission of statistical reporting forms in 2021 and innovations in the parts of documents review that certify the specified boundaries of the mining allotment, and the coordination of plans and layouts for the mining operations development.

On January 20, 2021, the Ministry of Ecology and Natural Resources of the Republic of Tatarstan will organize a working meeting-seminar with representatives of subsurface user companies.

This year's final working meeting with the Presidium of the Council of Subsoil Users was held at the Ministry of Ecology and Natural Resources of the Republic of Tatarstan. The results of the work done have been summed up and the work plan for the coming year has been approved.

Following the discussion, the participants of the meeting set the task of holding working meetings and seminars aimed at resolving issues of concern in the field of subsoil use.

Let us recall that the main task of the advisory body is to solve organizational and legal issues in the above area. As the Minister of Ecology and Natural Resources of the Republic of Tatarstan Aleksandr Shadrikov noted, putting order in subsoil use is a priority task of the Ministry. In particular, attention is paid to transferring land plots to the appropriate category and carrying out reclamation in accordance with the project documentation.
