Today, the Ministry of Ecology held a meeting on the issue of timely receipt of integrated environmental permits by category I facilities. The meeting was attended by Alexey Frolov, First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan, Dmitry Guskov, Deputy Minister of Industry and Trade of the Republic of Tatarstan, Gelius Bayazitov, Deputy Minister of Agriculture and Food of the Republic of Tatarstan, representatives of the Volga-Kama Interregional Department of Rosprirodnadzor, TsLATI for the Republic of Tatarstan, representatives of large enterprises of the Republic.
Let us recall that, in accordance with the requirements of the legislation, category I facilities are required to obtain comprehensive environmental permits by the end of 2024. The coordination of work on the timely receipt of complex environmental permits is entrusted to the regional executive authorities. In our Republic, on behalf of the Head of Tatarstan Rustam Nurgalievich Minnikhanov, the Ministry of Ecology of the Republic of Tatarstan coordinates the work, in cooperation with the Ministry of Industry of the Republic of Tatarstan, the Ministry of Construction of the Republic of Tatarstan and the Ministry of Agriculture and Food of the Republic of Tatarstan.
During the meeting, Alexander Shadrikov noted that currently only 24 facilities in the Republic of Tatarstan have received comprehensive environmental permits, that is, less than 12% of the total number of category I facilities. Starting next year, Category I facilities that have not received a IEP will be charged for negative environmental impacts (for emissions, discharges of pollutants and waste disposal) using an increased coefficient of 100.
This is a very serious issue, given that many of those who did not receive a IEP are city-forming enterprises.
Businesses need to accelerate. There should be no disruptions in the timing of receiving the IEP, the Minister of Ecology emphasized.
All Category I facilities are subject to federal state environmental control (supervision). Regulation of the issues of issuing IEP is attributed to the powers of Rosprirodnadzor and its territorial bodies.
During the meeting, Elena Popova, Head of the interregional Department of State Environmental Expertise and Rationing of the Volga-Kama Interregional Department of Rosprirodnadzor, provided information on the requirements of legislation for obtaining integrated environmental permits.
