At the meeting of Rosvodresurs, Alexander Shadrikov again proposed to reduce discharge costs from the Kuibyshev reservoir

Today, the Federal Agency for Water Resources held a regular meeting of the Interdepartmental Working Group on regulating the modes of operation of reservoirs of the Volga-Kama Cascade.

The meeting was attended by members of the working group, including representatives of Rosrybolovstvo, Rosmorrechflot, the Ministry of Emergency Situations of Russia, the Ministry of Agriculture of Russia, the Ministry of Natural Resources of Russia, Roshydromet, JSC SO UES, PJSC RusHydro, JSC Tatenergo, and executive authorities of subjects located within the boundaries of the Volga-Kama basin, including representatives of the Republic of Chuvashia, the Republic of Mari El, Ulyanovsk, Samara, Volgograd, Astrakhan, Saratov regions.

On behalf of the Republic of Tatarstan, the Minister of Ecology and Natural Resources of the Republic of Tatarstan Alexander Shadrikov, as well as a representative of JSC Tatenergo, took part in the videoconference meeting.

The issue of establishing the operating modes of the reservoirs of the Volga-Kama cascade for the period from 11.10.2023 to 10.11.2023 was discussed.

As of October 5, the level of the Kuibyshev reservoir is 50.18 m BS.

According to the data of Roshydromet, the inflow of water into the reservoirs of the Volga-Kama cascade in September amounted to 65% of the norm. The forecast for October is 62% of the norm. The lowest inflow in October is predicted in the Kama reservoir, such low water content is recorded here only 1 time in 33 years.

Taking into account the low water content of 2023, the Minister of Ecology Alexander Shadrikov made a proposal from 5 regions (the Republic of Tatarstan, the Republic of Mari El, the Republic of Chuvashia, Ulyanovsk, Samara regions) to reduce the costs of the Kuibyshev reservoir to 3,400 cubic meters/s.

However, based on the water needs of the regions of the Lower Volga (Astrakhan region), the majority of votes, including Rosmorrechflot, adopted regimes according to which the costs through the Zhiguli hydroelectric power plant will remain in the amount of 4,400 cubic meters/s until 10.11.2023. At the same time, the established operating modes of the Kuibyshev reservoir hydroelectric unit do not comply with the Rules for the Use of water Resources of the Kuibyshev reservoir. In accordance with the dispatch schedule of the Kuibyshev reservoir, established by the "Basic Rules for the use of water resources of the Kuibyshev reservoir on the Volga River", the reservoir is located in the zone of a reduced guaranteed navigation release of 3400 cubic meters/s. Therefore, Tatarstan's proposals were aimed at compliance with the regimes established by the current Rules.

According to the forecast calculations, with a flow rate of 4400 cubic meters/s, the level of the Kuibyshev reservoir will drop to 49.80 m BS by November 11, or 38 cm from the current value.

The established modes of operation of hydroelectric reservoirs will be published on the official website of Rosvodresurs.
